I'm open to any solution to this. In Frames, we use the pipes-text package to decode latin1 streams, but having this dependency cause any troubles is the tail wagging the dog. I think there's a test for this in Frames as it was added to help out a user, so just inlining something that checks for valid characters would probably be sufficient.

Kindly reopen this PR or open a new one once the issue with pipes-text has been resolved.
